PLANNING COMMISSION MEETING MINUTES
July 17, 2007
EVENDALE MUNICIPAL BUILDING
The regular July meeting of the Evendale Planning commission (EPVC) was called to order by Chairperson Dick Shaffer at 6PM on July 17, 2007. EPA members present were Dan Frank, Chris Schaefer (Village Council representative), and Dick Shaffer. EPC members Susan VanAmerongen and Rob Adams were absent. Village staff members present were jack Cameron (Assistant to the May), James Jeffers (Village Engineer), and Pam Morin (Village Building Department clerk). Supporting the EPC were Kathy Farro (Manley Burke Urban Planner), Ralph Terbrueggen and James Debrozsi from the Architectural Review Board.
NEW BUSINESS
GE Aviation, 1 Neumann Way, preliminary site review for landscaping and parking changes. Appearing in support of the site plan were Tim Stentz, GE Aviation Mgr. Business Assets and Operations. Also appearing were Richard Hiatt and Joanne Schonfeld from Vivian Llambi and Associates.
GE presented an overview of their proposed changes to the front area west of Building 800 with a statement that ODOT had just provided some very late guidance on the probable changes to I 75 and Neumann Way which will necessitate some changes to the plan. ODOT is contemplating making the current Neumann Way feeder road into a boulevard (public road) with two way traffic north and south. It will also have two access points on the north and south end with the south end location undecided. The Village Fire Dept. needs to be involved in the design of the south access point to allow for emergency vehicle traffic. Depending on the final ODOT design, the landscaping area proposed by GE may be reduced.
GE’s landscaping plans called for “rain gardens” (natural soil allowing rain to collect for no longer that 24 hours and then percolate through soil), an entrance garden with a walkway to Building 800, substantial plantings among the parking lot lanes and rolling mounds, and possible use of permeate paving to allow seepage of rain through the pavement. The current parking lot contains 9517 spaces and the site plan proposed to reduce the number to 7600, which allows ample spaces for the number of employees.
Given the unsettled ODOT position, GE suggested to table this request until final roadway details are known from ODOT. Both GE and the Village will contact ODOT. There were several suggestions made by Ralph Terbrueggen regarding plant species, color, durability, etc. GE will address these when the final site approval is sought.
INTERNAL BUSINESS
The Village Engineer gave a rundown of the Anchor project, Neyer’s development, etc.
Kathy Farro was asked to prepare a comparison of various municipalities’ zoning code requirements for parking taking into account the types of retail businesses, restaurants, calculation of business sq. ft., etc.
On a motion by Dan Frank and seconded by Chris Schaefer, the minutes for the June 25 EPC meeting was approved unanimously, 3 yes to zero no.
On a motion by Dan Frank with a second from Dick Shaffer, the meeting was adjourned with a unanimous vote of 3 yes and zero no votes at 7 PM.
